• Design learning programs with explicit outcomes and develop rigorous assessment instruments for 5,000+ American and foreign Public Diplomacy professionals to measure learning impact.
• Lead the Public Diplomacy Competencies portfolio, defining competencies and learning outcomes, identifying skill gaps, and informing curriculum and program design to build public sector leadership and practitioner capacity.
• Design and facilitate virtual and in-person workshops on design thinking, strategic planning, audience analysis, and impact-focused programming, integrating pre/post assessments and follow-up surveys to measure learning transfer and application, utilizing advanced survey design techniques.
• Synthesize project insights for leadership briefings and translate findings into actionable recommendations for practitioners.
• Serve as Subject Matter Expert on interagency integration (DoD-DoS), advising on alignment of communication objectives, performance indicators, and learning needs across agencies.

SENIOR CONSULTANT, NATIONAL SECURITY SEGMENT
Guidehouse Federal (Nov. 2021-Nov. 2022)

• Designed and implemented a portfolio evaluation using rigorous research methodologies of 7 implementing partners working on democracy and human rights in Iraq (since 2004):
o Developed theories of change, evaluation questions, and mixed-methods research designs (quantitative and qualitative).
o Created surveys, interview and focus group guides, and fieldwork protocols; managed an in-country data collection team.
o Conducted statistical and qualitative analysis, including thematic coding and cross-case comparison.
• Synthesized findings into dashboards, reports, and presentations tailored to senior leadership, program managers, and external stakeholders.
• Designed and maintained centralized knowledge repositories (tools, indicators, lessons learned) to support organizational learning, cross-team analysis, and future program design.
• Managed budgets, timelines, and communications with external stakeholders, delivering evidence-based recommendations for program adaptation and strategy, generating actionable insights.

GENDER AND LAW ACADEMIC ADVISOR
American University of Iraq, Sulaimani (AUIS) (2019-2021)

• Designed the Introduction to Gender and Law curriculum, including learning objectives, assignments, and assessment strategies focused on real-world legal and policy applications.
• Developed instructional videos and online modules to support faculty in teaching unfamiliar content and evaluating student learning outcomes.

CONSULTANT, RWANDA WOMEN RISING PROGRAM Boston, Washington D.C.
Inclusive Security (2019-2020)

• Partnered with Ambassador Swanee Hunt, expert in Women, Peace, and Security.
• Planned and organized two workshops and public educational programs in honor of the 25th commemoration of genocide in Rwanda.
• Designed and led public speaking and impact workshops with 10 Rwandan women and genocide survivors living in the USA, who founded their own organizations and initiatives that contribute to rebuilding Rwandan communities.
• Co-moderated public educational conversations with Ambassador Hunt and the Rwandan women at the JFK. Jr. Forum at the Harvard Kennedy School (May 2019) and at The Elliott School of International Affairs at the George Washington University (January 2020).

COMMUNITY CONSULTANT, NYAMATA GENOCIDE MEMORIAL PRESERVATION PROJECT
United States Ambassador’s Fund for Cultural Preservation (2016)

• Part of the first team to be awarded the Ambassador’s Fund grant to preservation a genocide site as cultural heritage.
• Advised team of preservationists from the University of Pennsylvania on country-specific guidance about the history, culture, and function of memorial sites in post-genocide Rwanda.
• Liaised and managed project relations between the U.S. Embassy and the Rwandan government.

  • Established an online platform and cataloguing system of best policy and practice on genocide prevention.

“Memoirs of a Contingent.” Oral History and Documentary Project.
Researching ethical leadership of leaders and rank-in-file soldiers who were members of the Ghanaian continent of the UN Assistance Mission for Rwanda (UNAMIR), who decided to defy UN orders and remain in Rwanda during the genocide. (Funding to date received from the African Studies Association, the Military Officers Association of America, the Ratner Family Foundation, the Program on Negotiation at Harvard Law School.)
